I have 4 land (wood,dirt,2 common).
I assign ember mining and not working not upper my ember cycle.
What is the problem?

Not sure wdym by "ember cycle". If lands already mining, then you have to claim Ember manually from Business tab.
If you mean that production doesn't start at all: Assigning purpose to land costs 10 energy per land, so maybe that's the answer you are looking for.
What level kingdom do I need to start mining the land and be able to claim it manually?
I think this will resolve your issue. Access land through this link: https://game.tokenlordsrpg.com/world2 and assign again if needed. Actually its visual bug, after that all mined rare resources (ember) will appear too. KL does not matter for mining rare resources.
