Levels in bussiness

All levels in bussinesses in old UI were starting with 0.0, 0.1, 0.2, 0.3...1 and so on. I think its more logical if in new UI is the same. First floor starts at 0 and the levels would more logically match what is written at the top. For example (from image), level 5 is reached and it should be empty at the start and after you fill all 10 fields, you go to level 6 on the new floor. At this case maybe is a little bit confusing.
